Although informed consent is important in clinical research, questions persist regarding when it is necessary, what it requires, and how it should be obtained. The standard view in research ethics is that the function of informed consent is to respect individual autonomy. However, consent processes are multidimensional and serve other ethical functions as well. These functions deserve particular attention when barriers to consent exist. We argue that consent serves seven ethically important and conceptually distinct functions. The first four functions pertain (...) principally to individual participants: (1) providing transparency; (2) allowing control and authorization; (3) promoting concordance with participants' values; and (4) protecting and promoting welfare interests. Three other functions are systemic or policy focused: (5) promoting trust; (6) satisfying regulatory requirements; and (7) promoting integrity in research. Reframing consent around these functions can guide approaches to consent that are context sensitive and that maximize achievable goals. (shrink)

The Council on Ethical and Judicial Affairs of the American Medical Association examines physicians’ professional ethical responsibility in the event that the security of patients’ electronic records is breached.

A total of 1918 loci, detected by the hybridization of 938 expressed sequence tag unigenes from 26 Triticeae cDNA libraries, were mapped to wheat homoeologous group 4 chromosomes using a set of deletion, ditelosomic, and nulli-tetrasomic lines. The 1918 EST loci were not distributed uniformly among the three group 4 chromosomes; 41, 28, and 31% mapped to chromosomes 4A, 4B, and 4D, respectively. This pattern is in contrast to the cumulative results of EST mapping in all homoeologous groups, as reported (...) elsewhere, that found the highest proportion of loci mapped to the B genome. Sixty-five percent of these 1918 loci mapped to the long arms of homoeologous group 4 chromosomes, while 35% mapped to the short arms. The distal regions of chromosome arms showed higher numbers of loci than the proximal regions, with the exception of 4DL. This study confirmed the complex structure of chromosome 4A that contains two reciprocal translocations and two inversions, previously identified. An additional inversion in the centromeric region of 4A was revealed. A consensus map for homoeologous group 4 was developed from 119 ESTs unique to group 4. Forty-nine percent of these ESTs were found to be homoologous to sequences on rice chromosome 3, 12% had matches with sequences on other rice chromosomes, and 39% had no matches with rice sequences at all. Limited homology was found between wheat ESTs on homoeologous group 4 and the Arabidopsis genome. Forty-two percent of the homoeologous group 4 ESTs could be classified into functional categories on the basis of blastX searches against all protein databases. (shrink)

Since at least the mid-1970s, public health and law enforcement officials have conducted joint or parallel investigations of both health problems possibly associated with criminal intent and crimes having particular health dimensions. However, the anthrax and other terrorist attacks of fall 2001 have dramatically underscored the needs that public health and law enforcement officials have for a clear understanding of the goals and methods each discipline uses in investigating such problems, including and especially the potential use of biologic agents as (...) weapons of mass destruction. Recognition of these needs has prompted some experts to call for the application of “forensic epidemiology” to such problems. Even before the attacks of fall 2001, other problems, such as the detection of the West Nile Virus in the United States and concerns that the emergence of this infectious agent was the consequence of a deliberate act, raised novel challenges to the combined interests of public health and criminal investigators. Thirty-two years ago W. V. Quine proposed a definition of 'logical truth' that has been widely repeated and reprinted. Quine himself seems to have recognized that this definition is wrong in detail; in section 1 we eliminate this fault. What has perhaps been less widely observed is that, in abandoning the model-theoretic account of logical truth in favor of a "substitutional" account, Quine's definition swells the ranks of the logical truths and makes the classification of a sentence as a logical (...) truth dependent both on the interpretation of its extralogical words and on the extralogical vocabulary available in the language. I dispute the claim that the disclosure of the life-world by phenomenology is an accomplishment of 'permanent' significance. By briefly reviewing the meaning of the "world" and "life-world" in the writings of Husserl, Gurwitsch, Schutz-Luckmann, Ortega, Heidegger, Jonas, Straus, Sartre and Merleau-Ponty, I show that they all treat the world, or rather the affairs which comprise it, as passively present whether viewed as a mental acquisition or as the "Other." But the meaning of the world-as that wherein are met physical (...) demands upon us which must be satisfied if we are to continue living-cannot be considered either as a mental acquisition or as something that is "other" and over against us. A living being as living cannot fail to attend to the agency of the affairs of which the life-world consists, as well as one's own exploring and coping actions. If we are to really speak of life, then we must acknowledge the mutual and reciprocal activities of living beings and world. (shrink)

Originally published 1968, the book examines the ways in which the definitions of education held by different groups with power have changed since 1800 and traces which social institutions exercised the preponderant influence on the growth of the English educational system during the seminal period in which the state system was founded and grew to its present position. Especial attention is given to the influence of the ideologies of the various social classes, to the growing demands of the economy on (...) the educational system and to changes in the structure of the family. One thing which has struck me most as I have read the articles of the Encyclopedia of Unified Science is the complexity that can be discerned in many of the operations which for the purpose of the article are treated as elementary. It is apparent that Unity of Science, like every other discipline, has its own stock of “atoms of discourse”, suited to its own purposes. Experience in physics would prepare one to expect that for certain purposes it may be (...) profitable to attempt to analyze these atoms further. The atom of discourse, or presupposition commonly made by most adherents of the Unity of Science movement, with which I shall be chiefly concerned, is with regard to the nature of “science“. My present concern with this matter has arisen from my extreme difficulty in communicating my meaning to other people. The difficulty has been a genuine puzzle to me, until quite recently a discussion with one of my colleagues disclosed a difference of attitude on fundamental matters so revelatory that I am encouraged to return again to the attack. Consciousness has long been a subject of interest in philosophy and religion but only relatively recently has it become subject to scientific investigation. Now, more than ever before, we are beginning to understand this mental state. Developmental psychologists understand when we first develop a sense of self; neuropsychologists see which parts of the brain activate when we think about ourselves and which parts of the brain control that awareness. Cognitive scientists have mapped the circuitry that allows machines to have some (...) form of self awareness, and neuroscientists investigate similar. (shrink)

An animal enters the world with a set of highly specialized and firmly directed instincts which are correlated with pre-typified situations in the environment. Consequently it lives in a surrounding world, structured by its instinctual inheritance, which is specific to its own particular species and admitting only a limited range of variations within which life for it is possible. Man at birth is, compared to the non-human animal, an unfinished being, and his surrounding world partakes of his unfinished character. If within the borders of human life the truth is, as Vico has said, what is made, then the task of a student of human life can be and should be to find out from what human beings have made what manner of makers they are and what sorts of production their circumstance allows.

History of Science is a many-sided subject, permitting approach from the point of view of various human interests, and presenting a wide variety of problems, many of them paradoxical and perhaps not capable of satisfactory solution. In the following it will probably seem to the reader a number of times that I am talking at cross purposes. Anything that I can say is of necessity limited by my background as a physicist.
